Description

We use javascript events in several places (eg. taglibs) to catch when the mouse is over an element and then change it's appearance (eg. background). It would be better to use the pseudo-class :hover in css instead.

Fixed for the menu system. Still need to use javascript events for showing/hiding submenus, so I hope I didn't break anything.

Fixed for the tabcontrol taglib. Also simplified the html generated by using less <table> tags and only using _botton suffix at the first level (when tabs are at the bottom)
