Implement support for limiting download speed in the web client

Description

There is currently an option that allows the server admin to limit the upload speed when uploading files to the BASE server. It could be useful to also have a corresponding option for limiting the download speed.

The functionality has been implemented. The default is no limit as before. Need to check if some documentation need to be updated as well.

(In [6072]) Fixes #1704: Implement support for limiting download speed in the web client

Updated documentation and fixed an issue which made it impossible to have an unlimited download rate and a limited upload rate at the same time.
