Tomcat 9 has been available for over a year now. I think it is time that we check if BASE works with it. If all seems good, we should recommend that Tomcat 9 is used for new installations and prepare for dropping (official) support for Tomcat 8 in the future (see #2153).

Updated servlet-related JAR files to the latest shipped with Tomcat 9.0.16. A minor change was needed in the XJspCompiler implementation but it seems to work also in Tomcat 8 even after that.
