Test BASE with PostgreSQL 11

Description

We have not checked any versions later than 9.3 which has reached end of life. PostgreSQL 11 was released a couple of months ago so I think we should test with that and if all goes well use that as the recommended version.

Seems to work without problems. Installation, TestAll and upgrading from BASE 3.14 all worked.

Updated documentation to recommend PostgreSQL 11 as the database to use. Re-ordered several sections so that PostgreSQL comes before MySQL.
