Same as #1167 for the following plug-ins:

  • Release importer plug-in
  • Cohort exporter plug-in
  • Level3 exporter plug-in

Implemented for the "Relase importer plug-in". The parameter is enabled only if the relax-config.xml contains <developer-mode>1</developer-mode>.

Also updated the installation servlet to force a reload of the configuration file.
