NNIFileConverter should not be installed in base2 mode

Description
NNIFileConverter is the binary transforming intensities etc to logratios and weights. This is not needed for BASE2 is should not be installed (nor built).
In BASE1 mode it is needed.
In stand-alone mode I think the binary could be handy to provide.
