Create histogram cost functions

create a cost function that calculates a histogram with a number of bins from a simulation result and compares this with a histogram calculated (or just inputed) for a target data set. Eventually we want to also be able to split the data according to a threshold of a variable and calculate different histograms for these split datasets. Needed for stochastic ATHB8 optimisations.
