Update ReleaseProcedure to use --no-report option

Description

In trunk there is the option --no-report (see #224), in other words, for release 0.7 and later when updating copyright the command should be ./bin/svndigest --copyright --no-report. This ticket is only to remind us to update the ReleaseProcedure to match this new command (when it is time to let 0.7 roll).
