svndigest barfs when --root is a file

error message 

svndigest: Root directory (README) access failed.

I tried it both with pre0.6.5 and trunk and both failed.

(In [571]) fixed so error message is 

svndigest: accessing `README': Not a directory.

when --root is not a directory.

I consider running svndigest on a single file a new feature and therefore this is placed in another ticket (see #317).
