At time being I don't think this is a good idea. Creating output when root is a file will be a mess. For example the links in the header all go to a file named index.html. That file will not exist since there is no root dir but only a single file. In summary it is possible to fix this but it'll generate a lot of special case code.
The reason I created this ticket was in context of copyright. So I think if we somehow split report generation and copyright update (ticket:307), we could fix this for the copyright part.
