allow build svndigest without plplot

Description

Just like it was previously possible to run copyright update without gnuplot, I think it should be possible to run svndigest --copyright --no-report with an svndigest that is compiled (and linked) without plplot. If --no-report is not passed to such a binary we should exit already in Parameter::analyse.
