man pages contain H??kkinen

Description
Problem is that Häkkinen contains non-ascii characters. Having a look at coreutils may help e.g. cp is written by Torbjörn Granlund and --version output spells Torbjörn and man page spells Torbjorn.

It seems the problem is that help2man uses the C
locale by default. The default choice can be overridden via the -L
option and when I e.g. issue:
make HELP2MAN="help2man -L en_AU.UTF-8"
the problem goes away.
Not sure if it's a good idea to alter the default, but perhaps we wanna leave this as a note in the README
.

This is no longer a problem in official tarballs as I do the releases on a newer machine that can handle non-ascii in a sensible way.
