If there is no ~/.svndigest/config at runtime, a default config file should be created.
How should we handle when we modify config files e.g. add new items. Should the file know what version it is and thereby giving svndigest the possibility to update the file or should this be an option for the user (see e.g. Doxygen). Updating a config file means that new items are added (default) and old items are kept as before.
