non-random permutation test

Description

When having very few samples (ten or so) it is feasible to perform a permutation test without doing it in a MC fashion, but by iterating through every permutation.

I would like to add this functionality here. Either inside Target class or in a way so it easily could be used with Target class. Not sure how to design the interface in best way. Perhaps in style with Sampler, or perhaps create an iterator class to Target.

I guess we wont need to write this from scratch, but some of the algos should be supported either in std or in gsl (?).

Looks like std::next_permutation on Target::classes_ would do the thing.
