doxygen, tests, and His ol' Grandma

Currently (well after [1368]) there is a test checking that doxygen gives no warning from make html. The test is obviously only turned on when doxygen is available. This implies that I can make some changes, make check
passes, and I check in. But the tests pass through only because I have no doxygen available and for someone else the tests will fail because I forgot to document some function. Not optimal - but how do we want it to work? Developers are recommended to have doxygen available? or should we enforce that recommendation?
