dvips: ! Couldn't find header file pspicture.ps.

I cannot create yat.ps because a missing pspicture.ps.
I suggest that we check for this in configure and turn off generation of yat.ps when the header is unavailable.

I agree it is a broken tex/latex (at least I think it is). But isn't the idea with autoconf that building the package should also work on a broken system? I can see the argument that we test if dvips is present, and checking for partial tools in absurdum wouldn't be feasible. Here, however, it is not the first time/system we experience that psfigure is missing and I therefore considered it motivated to add a test for this. Would you mind if I added a test?

I realized that
./configure dvips=no
will turn off generation of yat.ps.
Perhaps that is sufficient for now?

Go ahead and test for a missing pspicture.ps. Maybe the test should set dvips=no and print a message to stdout?
I had the mising pspicture.ps problem om the machine building docs for yat. I simply resolved it by copying pspicture.ps from another machine. pspicture.ps is an old file and it is therefore quite safe to simply copy it.
