yat macros do not work with Autoconf 2.59

Description
I tried using YAT_CHECK_YAT with Autoconf 2.59 and the created configure script does not do what is expected.
The problem is that the multi-arg AS_IF is not supported in Autoconf 2.59 and earlier but only uses the first three arguments.

(In [2204]) fixes #614. The macros require Autoconf 2.60 to work as expected.
