Related to this is that autoconf just released a beta version (eta for 2.70 is 4th quarter of 2020) and in the NEWS they say

AC_PROG_CXX now prefers C++11 if available, falling back on C++98.

let configure fail if compiler is not a C++11 compiler. YAT_HAVE_RVALUE and friends are no longer defined in 'config.h' and guards araound declarations and implementations are removed. refs #949

Since we require C++11 compiler (refs #949), no need to check if compiler warn about use of 'long long' n included headers from boost and htslib.
